·Beijing: Full control of mobile source pollution discharge emphasizes heavy punching of heavy diesel vehicles

At the news briefing held by the Municipal Environmental Protection Bureau on March 28, the relevant person in charge of the Municipal Motor Vehicle Emission Management Center introduced that in 2017, in the prevention and control of mobile pollution sources in Beijing, the city's environmental protection department will closely focus on the atmosphere of the People's Republic of China. The Pollution Prevention and Control Law and the Beijing Municipal Air Pollution Prevention and Control Regulations adopt a municipal-level supervision and supervision mode based on various districts to exert synergy and strengthen scientific and technological support, to rectify heavy-duty diesel vehicles, to supervise new vehicles, and to supervise oil and gas products. According to the characteristics of motor vehicle use and emission pollution, a joint law enforcement trial for Beijing-Tianjin-Hebei heavy-duty diesel vehicles was established. The wholesale market, logistics park, and comprehensive checkpoints were selected as pilots. The three provinces and municipalities of Beijing, Tianjin and Hebei arranged their respective environmental law enforcement personnel to station in, and carried out joint law enforcement on Beijing and transit vehicles, and imposed penalties on vehicles exceeding the standard.
Focus 2: New vehicle emission regulation
Strictly review the environmental protection catalogue of new vehicles. As a first step in the supervision of motor vehicle emissions, the city's environmental protection department will strengthen the review and verification of emission technologies and regulatory elements, guide enterprises to strictly implement the reporting standards, ensure the quality of environmentally friendly vehicle catalogues, and strengthen source control.
Strengthen the environmental protection law enforcement inspection of new cars. In order to implement the national fifth-stage new vehicle emission standards, the municipal environmental protection department will focus on the annual sales of new vehicles, with the sales volume is large, the annual inspection rate is low, the road inspection night inspection rate is high, the catalogue declaration detection and emission high and new technology are the five types of vehicles. Strengthen environmental protection consistency and compliance supervision and sampling inspection, especially through the configuration verification, on-board diagnostic system (OBD) inspection and on-board inspection and other technical means to strictly check the new heavy-duty vehicles. The automobile production enterprises that produce and sell new vehicles that exceed the standard and OBD frauds are strictly punished according to the atmospheric law to ensure that the vehicles reach the standard sales.
Focus 3: Oil and gas oil product supervision
Strengthen the supervision of oil and gas emissions. The city will implement hierarchical management of the city's oil storage, gas station and tanker enterprises, and conduct random inspections and sampling to ensure the normal operation of oil and gas recovery facilities. Supervise relevant enterprises to strengthen the self-protection system and carry out self-inspection and joint inspection. Petrochemical enterprises that have not been rectified and violated laws and regulations have been included in the key supervision list and exposed.
Increase the supervision of the decontamination of vehicle oil products. For the gas stations with large annual sales of gasoline and past violations of the law, the frequency of inspections will be increased, and the over-standard gas stations will be strictly punished according to Beijing's atmospheric regulations.
Focus 4: Inspection and inspection agency supervision
Strengthen the supervision of regular inspection and inspection institutions. The inspection and inspection process data will be checked and analyzed by 35 inspection and inspection institutions throughout the city, and the test reports issued will be strictly checked to prevent fraud. The municipal environmental protection department supervises the environmental protection departments of all districts to check the registered vehicles in strict accordance with the new vehicle environmental protection catalogue to ensure that the city has added new heavy-duty diesel vehicles such as public transportation, sanitation, city tourism, postal service, muck, shuttle bus, school bus and airport bus. Install the particle trap and do not apply for vehicle registration for vehicles that do not meet the requirements.
Accelerate the elimination of old motor vehicles in this city. Strictly check the old cars, supervise all districts to improve the on-site supervision and inspection of high-pollution old vehicles, and further strengthen the supervision of vehicles in use.
