Harbin City issued an official statement on the road surface collapse incident at No. 90 Liaoyang Street in Nangang District at 16:16 pm on the 14th. Four of the fallen people had been rescued. Two were still dead. One of the survivors was a 14-month old baby, and the other was a 60-year old man.

After the incident, the police immediately set a cordon, implemented local traffic control and evacuated the surrounding people. The provincial party committee and the provincial government attached great importance to it. Provincial Party Secretary Ji Bingxuan made important instructions, the provincial governor Wang Xiankui telephone made specific arrangements, the provincial party committee standing committee, the party secretary Lin Biao, the mayor Song Xibin and other major leaders and Nangang District officials immediately rushed to the scene. The emergency plan immediately started and the emergency response headquarters was established.

In line with the aim of saving people fully, rescue teams organized by the departments of fire protection, construction, and sanitation have been put into rescue operations, and large cranes and other equipment have been put in place. After understanding the basic conditions of underground civil air defense projects, water supply and drainage, and gas supply, emergency rescue plans were formulated by experts of relevant departments. The Nangang District Party Committee and District Government carried out defensive evacuation of surrounding residents so that each household would not leave one person to ensure the safety of residents.

As of the press release, on-site repairs and resettlement work are being carried out in an orderly manner.

Witnesses and surveillance videos confirmed that 4 people had fallen into the pit. After full rescue, 4 people rescued them at 20:35, and 2 people were killed out of danger. Firefighters were injured in the rescue.

The City Construction Committee has arranged 10 building monitoring and measuring points at the site, and at 22:30, the monitoring data of the two buildings at No. 90 and No. 65 of Liaoyang Street near the collapse pit have not changed, showing no signs of building settlement. At present, the backfilling of road surface collapses and the restoration of sewer lines are ongoing.
